Steve Simmons, a 17-year Navy veteran who served on the USS Ronald Reagan when it was called to do humanitarian aid work in Japan following the 9.0 earthquake and tsunami on March 11, 2011, which began the Fukushima nuclear disaster. He is one of 112 sailors currently suing Fukushima Daiichi power plant operator Tokyo Electric Power Company -- TEPCO -- to create a $1 billion fund to cover medical expenses for all the armed forces personnel whose health has been devastated by their exposure to radiation.

Water treatment system halted at Fukushima plant
The operator of the Fukushima Daiichi nuclear power plant has again shut down a key water treatment system at the plant.
Tokyo Electric Power Company says it shut down one of the 3 lines of the Advanced Liquid Processing System, or ALPS, on Saturday morning. It says it took the decision because the system failed to reduce the calcium level in the water before treatment.
The presence of calcium hampers the removal of radioactive substances and has to be eliminated using sodium carbonate or a filter before water treatment. TEPCO is trying to find out why the calcium level did not drop and whether there's any problem with the treatment process.

Abe vows to provide true Fukushima information
Prime Minister Shinzo Abe has pledged to provide accurate information to dispel groundless rumors about agricultural products from Fukushima Prefecture following the March 2011 nuclear disaster.
Abe spoke to reporters on Saturday after meeting a group of rice farmers in Fukushima. He has visited areas hit by the March 2011 earthquake and tsunami almost every month since he took office in December 2012.
Abe operated a rice planting machine in a rice field in Matsukawa Town to plant young rice plants. He said the planting went well and that he hopes the rice will grow up to be delicious.
He told one of the famers that the government will do everything possible to clear up groundless rumors about radiation in agricultural products from Fukushima.
He told reporters the rebuilding of the prefecture is his government's utmost priority. He said reconstruction has entered a new phase and steady progress has been made.
Earlier this week, the release of a manga comic book caused a stir when it depicted the health effects of the nuclear disaster. Its depiction of a main character suffering a nose bleed after visiting the Fukushima Daiichi nuclear plant has been criticized as baseless.

Source of water leakage spotted at Fukushima plant
The operator of the Fukushima Daiichi nuclear power plant has pinpointed the location of a leak where radioactive water is escaping a containment vessel at one of the facility's damaged reactors.
Tokyo Electric Power Company, or TEPCO, says a remote-controlled camera in a room just outside the containment vessel recorded water leaking from a joint where a pipe is connected to the vessel.
TEPCO says the water flow is about the width of two to four pencils and is continuous. After reaching the floor, the water is flowing away from the containment vessel and spreading across the floor.
The utility believes that what is being released is water injected into the vessel to cool melted nuclear fuel inside.
Based on the findings, TEPCO plans to study ways to stop the leak.

Panel urges lifelong survey for Fukushima workers
An expert panel is to ask Japan's government to conduct a lifelong survey on people who worked in the immediate aftermath of the Fukushima nuclear accident.
A draft report released on Friday by the health ministry panel urges the government to follow 19,000 workers for the rest of their lives to see whether their exposure to radiation causes cancer or other illnesses.
The people worked at the plant after the accident in March 2011, until the government announced in December that year that damaged reactors had stabilized.
The panel says workers whose radiation exposure exceeded a government limit should undergo blood tests as part of detailed checks.

NEC to expand renewable energy supply in Europe
Japanese electronics maker NEC has begun tests with an Italian partner to see if its energy storage system can bring stable, renewable energy to Italy.
Officials from NEC, Enel, and the Italian government attended a ceremony to mark the start of the program on Thursday in Chiaravalle, southern Italy.
NEC provided Enel, Italy's largest power company, with a two-megawatt lithium-ion battery energy storage system, one of the most powerful in Europe.
The use of solar and wind power has been increasing in Europe. While these have the advantage of being renewable sources, they are vulnerable to weather conditions.

Release of Fukushima pumped groundwater to start
The government and the operator of a damaged Fukushima nuclear plant are expected to start next week releasing into the sea ground water pumped up at the plant.
Officials of the government and Tokyo Electric Power Company say 2 surveys of groundwater show radiation levels of the water are below TEPCO's safety target, which is lower than the government-set standard, at the Daiichi Nuclear Power Plant.
A study by an outside body, the Japan Chemical Analysis Center, shows 0.039 becquerels of cesium 137 and 230 becquerels of tritium 230 per liter. TEPCO's analysis shows 0.047 becquerels of cesium 137 and 220 becquerels of tritium 230 per liter.
Officials will explain the findings to the Fukushima prefectural government and fishermen before starting the release of groundwater, probably next Wednesday.

Fukushima protests manga depiction of radiation
Fukushima Prefecture has protested against a long-running manga series over its depiction of the health effects of the 2011 nuclear accident.
The prefecture on Monday made an official complaint about "Oishinbo," a story featured in the weekly comic magazine Big Comic Spirits put out by Shogakukan publishing house.
The manga's April 28th issue has the main characters, including a newspaper reporter, suffering nosebleeds after they visit the Fukushima Daiichi nuclear power plant.
In the latest issue published on Monday, a former mayor of Futaba Town, which co-hosts the plant, and a university associate professor appear in the comic and confirm that the characters had the nosebleeds due to radiation exposure.

Aso urges nuclear plant restarts to cut fuel costs
Japan's Finance Minister says the country's nuclear power plants need to be restarted once their safety is confirmed.
Taro Aso told reporters on Tuesday the step is necessary to slash the huge fuel import costs that cut deep into the nation's current account surplus in fiscal 2013.

In looking at indoor environments, they tend to be much more contaminated than the surroundings outside. Houses act like a trap and they tend to collect outdoor contaminants. And they expose people as much as 24 hours a day versus consider how short a time most people spend outdoors.

The sample that we got came from the Goya in Japan. It's 460 kilometers from the accident site. That's about 300 miles away
from Fukushima Daiichi.

Let's put it this way. Eighty percent by weight of this particle was made up of pure reactor core materials. So that tells me that something that came directly from the accident, directly from the core, could escape containment and travel a very, very significant distance. The winds will blow it long distances.

this material was in the petabecquerel per kilogram range. The number we're looking at is 4 followed by 19 zeroes -- that many becquerels per kilogram. That's a very, very high number and essentially, that's the kind of number you get when you look at core material.

So essentially what we're talking about is a worst case for black sand. So this material was vaporized during the accident. It condenses into these small particles and then they aggregate.

It is solid scientific material like this that you will not see or hear via traditional news stories, TEPCO, or the IAEA. Fairewinds has long said that there will be significant increases in cancer in Japan as a result of the Fukushima Daiichi accident, and this video describing just one hot particle confirms our worst fears.

Expert: TEPCO's safety culture still insufficient
A panel of nuclear experts monitoring reforms at the Tokyo Electric Power Company says the utility's nuclear safety culture has not yet reached the required level.
TEPCO regularly reports to the independent advisory panel the utility set up after the 2011 accident at its Fukushima Daiichi plant. The utility gives updates on reforms to safety measures at nuclear power plants.
In the latest report, submitted on Thursday, TEPCO officials acknowledge management problems led to troubles with systems used to purify contaminated water, and repeated water leaks.
They say the firm has failed to end the vicious cycle of relying on makeshift systems due to lack of time, which leads to fresh troubles.
They say they were unable to make full preparations for cleanup work while being aware of a lack of technological capabilities.

Institute seeks nuclear fuel debris removal ideas
A Japanese government institute is asking engineers from Japan and abroad for their input on removing melted fuel from the Fukushima Daiichi nuclear plant.
The current plan is to fill the reactor containment vessels with water to shield workers from high levels of radiation as they retrieve the fuel.
During a seminar in Tokyo on Friday, officials from the International Research Institute for Nuclear Decommissioning, or IRID, told engineers that this method may not be feasible.
They said surveys of the containment vessels found that it may be difficult to locate and plug leaks.
The officials are urging the engineers to study new technology that can monitor fuel debris in a highly radioactive atmosphere, and can protect workers from radiation without the use of water. The government will begin accepting proposals in June.
IRID Executive Director Kazuhiro Suzuki says he hopes nuclear plant engineers will come up with innovative solutions to the problem.
A roadmap for decommissioning the plant projects that fuel removal will start in 2020, or later, at 3 reactors that suffered meltdowns in the 2011 disaster.

TEPCO: Mistake may have caused latest trouble
The operator of the Fukushima Daiichi nuclear power plant says human error may be responsible for the latest disruption to the water treatment system at the complex.
Tokyo Electric Power Company suspended one of 3 lines of the Advanced Liquid Processing System on Tuesday after workers found it was not reducing the concentration of calcium through the decontamination process.
The utility says the process relies on the chemical agent carbonate of soda to remove the calcium.
But it says a valve used to inject the agent was found to be shut, and that this was the cause of the problem.
The utility says it opened the valve and resumed the operation of the line on Wednesday.
The trouble arose not long after workers fixed another problem with the line that caused the water to be unusually cloudy in late March.
The company says it is possible the latest incident occurred because workers forgot to open the valve.
The treatment system is capable of removing almost all nuclear materials from radioactive water at the plant. TEPCO has been putting it through a test run since last year, and wants to launch full-fledged operation from April.

Fukushima evacuees discuss whether to go back home
Residents of a town in Fukushima Prefecture who fled the accident at Fukushima Daiichi nuclear plant in March 2011 are considering whether to go back home.
Officials of Naraha have begun hosting town meetings to discuss return, now that the government has finished removing radioactive material from living areas.
The first meeting was held on Monday in Iwaki city, where 80 percent of the town's residents have evacuated.

Tsunami test facility for nuclear plants
A Japanese research institute has a new facility that can create artificial tsunami waves to test the safety of nuclear power plants.
The new facility at the Central Research Institute of Electric Power Industry in Abiko City, near Tokyo, features a water pool 20 meters long and 4 meters wide.
The waves it generates can travel as fast as 7 meters per second -- the speed of the tsunami that devastated northeastern Japan in March of 2011.
It can also create continuous waves as high as 2 meters for 3 minutes and simulate various wave shapes.
Researchers will test several types of breakwaters and study the strength of collisions of objects drifting in tsunami.
They say these experiments will contribute to improved safety at nuclear power plants.
Japanese power companies are learning from the Fukushima Daiichi disaster and stepping up safety measures at their nuclear facilities against possible earthquakes and tsumani.

Radioactive water overflows at treatment facility
The operator of the crippled Fukushima Daiichi nuclear plant says another setback has hit a key system used to decontaminate highly-radioactive water.
The Tokyo Electric Power Company says water used to wash contaminated equipment overflowed from a storage facility on Wednesday.
TEPCO says workers discovered the problem while washing a tank used for filtering radioactive substances from water. The tank is on one of the 3 separate lines of the Advanced Liquid Processing System, or ALPS.
The utility says more than 1,000 liters of water overflowed and are now within a barrier inside the ALPS building.
The firm says the water contains 3.8 million becquerels of beta ray emitting materials such as strontium and 6,700 becquerels of cesium 137.
The company says no workers have been exposed to radiation from overflow.
It is investigating the cause of the accident.
Only 1 of the 3 lines in the decontamination facility is in service following a problem last month, when the system's performance dropped sharply.
ALPS is the main facility at the plant used to decontaminate water, and can remove almost all radioactive substances. Test operations started last year, and full-fledged use was scheduled to begin this month.
However, the system has experienced various technical difficulties, forcing it to be shut down frequently.

TEPCO ordered to act on contaminated water problem
Japan's nuclear regulator has ordered the operator of the Fukushima Daiichi nuclear power plant to strengthen safety measures for handling contaminated water. The Tokyo Electric Power Company announced a mishandling incident at the plant and the regulator wants to prevent a reoccurrence.
Workers at the plant inject water into damaged reactors to cool melted fuel. The water becomes highly radioactive in the process, and is supposed to be held in storage buildings before being sent to a decontaminating facility.
On Monday TEPCO learned that more than 200,000 liters of highly contaminated water was mistaken pumped to the basement of a building in the compound. The company says 4 pumps for emergency use directed the water.
Nuclear Regulation Authority Commissioner Toyoshi Fuketa called for stronger measures at a regular meeting of the group on Wednesday. He suggested steps such as setting up security cameras and locking the pumps' switch boxes.
The regulator ordered the utility to come up with preventative measures and report them at an experts' panel scheduled for Friday.
TEPCO has yet to determine who turned on the pumps and how the incident came about. The regulator has also asked to be briefed on the results of TEPCO's investigation.

The Japanese government has decided on a new medium- and long-term basic energy plan that calls nuclear power a key energy source.
The Cabinet on Friday approved the plan, after modifying an initial version to take into account calls from within the governing coalition for more use of renewable energy sources.
The plan defines nuclear power as an important base-load power source that enables a stable supply of energy.
The government will allow nuclear plants to resume operations if they meet safety standards set by the Nuclear Regulation Authority.
But the plan calls for minimizing dependence on nuclear power by promoting renewable energy and making thermal power plants more efficient.
The plan cites a goal set 4 years ago to have renewable energy sources account for 20 percent of total demand in 2030. The figure is mentioned only as a reference in the plan. The government says it hopes to further increase the ratio.
On nuclear fuel recycling, the government says its basic policy is to promote it. Junior coalition partner New Komeito says the prototype Monju fast-breeder reactor should be scrapped.
But the government is sticking with its initial plan to use the facility as an international research base. Scientists will study ways to reduce radioactive waste through recycling.
Monju has been mostly idle since a sodium leak accident in 1995. A fast-breeder reactor can produce more nuclear fuel than it consumes.
More missed inspections found at Monju reactor
Japanese nuclear regulators are investigating more cases of missed inspections at the Monju fast-breeder prototype reactor. It's located in Fukui Prefecture on the Sea of Japan Coast.
The Nuclear Regulation Authority, or NRA, found the lapses during regular safety checks in March.
Officials say at least 9 out of 80 targeted items had not been inspected. These include a temperature gauge and a switch for equipment that powers the secondary cooling pump.
NRA officials also say workers had revised inspection records without taking the required step of informing an in-house panel on more than 240 occasions.
The NRA last year found around 14,000 missed inspections at Monju, including those for critical safety equipment.
Govt. to set ratio for nuclear power
Prime Minister Shinzo Abe says his government will set the ratio of nuclear power in Japan's energy mix after considering the situation once the reactors are restarted.
Abe spoke to a plenary session of the Lower House on Friday about the basic energy plan approved by the Cabinet earlier in the day.
He said the government's policy is to develop an energy-saving society and introduce renewable energy sources, while reducing dependence on nuclear power as much as possible.
But Abe said that given Japan's increased dependence on natural gas and other fossil fuels, he can't say that Japan will completely abandon nuclear power.
He added the government does not currently have any plans to build any more nuclear reactors or plants. Abe said the focus will be on diversifying energy resources and on how experts will view the resumption of existing reactors.
Abe said the government will set a target for the optimum mix of energy sources. He said the government will do that after looking into the situation regarding renewable energy and its potential, as well as the status of resumed operations at idled nuclear plants

TEPCO tests filtered vent at nuclear plant
Tokyo Electric Power Company has tested a new safety system designed to deal with emergencies at nuclear power plants.
The utility tested the newly installed filtered vent system at its Kashiwazaki-Kariwa plant in Niigata Prefecture, central Japan, on Thursday.
The system is designed to reduce pressure in reactor containment vessels in emergencies while limiting emissions of radioactive materials.
The system is required under tougher safety guidelines that took effect last July.
The vent was installed at the plant's No. 7 reactor.
The Nuclear Regulation Authority is conducting safety reviews of the facility's No. 6 and 7 reactors as a step to decide whether to allow them back online.
In the test, workers funneled nitrogen through a cylinder measuring 8 meters tall and 4 meters in diameter to determine whether the gas flowed through piping as planned. Nitrogen was used in place of gas containing radioactive materials.
Niigata Prefecture has voiced concern over the system. Officials say radioactive materials released through the filter may affect residents. A technology panel is reviewing the system's safety and operation methods.
Tokyo Electric officials say they will explain test results to local governments and discuss operation methods.

Japan mulls over Pacific research whaling
Japan is considering whether to conduct research whaling in the northwestern Pacific Ocean later this month as planned.
The International Court of Justice in The Hague ruled in March that Japan's whaling program in the Antarctic cannot be recognized as serving research purposes in its current form.
Japan also carries out research whaling in the northwestern Pacific, including waters off the country's coast.
This year's activities are scheduled to start off the coast of Ishinomaki City, northeastern Japan, on April 22nd. There are plans to conduct it farther out into the northwestern Pacific next month.

TEPCO to add more water storage tanks by March 31
The operator of the Fukushima Daiichi nuclear power plant says it plans to add more tanks to store contaminated water by the end of next March. That would move the plan up a year earlier than originally scheduled.
Tokyo Electric Power Company will increase the capacity of the tanks to up to 800,000 tons by March 31st.
Currently, tanks at the plant can store about 480,000 tons of radioactive water, but 90 percent of them are already full.
TEPCO has been building additional tanks on the southern side of the compound to handle the buildup of contaminated water.
The utility says it has accelerated the construction plan as it is now possible to transport prefabricated tanks from manufacturers by ship.
TEPCO officials also say they have come up with more efficient ways to build tanks inside the compound.
Fishermen accept groundwater dumping plan
Japan's government and Tokyo Electric Power Company, or TEPCO, will likely start releasing underground water into the sea at the crippled Fukushima Daiichi nuclear power plant as soon as May.
Fishery cooperatives in Fukushima Prefecture on Friday officially consented to a plan to pump up groundwater before it can be contaminated with radioactive materials at the plant, and release it into the sea.
The plan is considered key to tackling an increase in the volume of contaminated water that's hampering efforts to scrap the damaged plant.
The government and the firm promised to make sure that radiation levels in groundwater to be released will meet safety standards.
North Korea threatens new nuclear test
A North Korean ambassador to the UN repeated his government's pledge of carrying out a new form of nuclear test.
Ri Tong Il voiced the North's displeasure over the UN Security Council's condemnation of a recent ballistic missile launch.
He spoke at a news conference on Friday, saying his country made it very clear that it will carry out a new test. But he didn't elaborate, only saying that the world should wait and see.
Govt. issues missile interception order
The Japanese government has issued an order to shoot down any incoming missile or debris as it anticipates a possible missile launch by North Korea.
Defense Minister Itsunori Onodera issued the order to the Self-Defense Forces on Thursday. North Korea launched 2 ballistic missiles toward the Sea of Japan on March 26th.

In looking at indoor environments, they tend to be much more contaminated than the surroundings outside. Houses act like a trap and they tend to collect outdoor contaminants. And they expose people as much as 24 hours a day versus consider how short a time most people spend outdoors.

The sample that we got came from the Goya in Japan. It's 460 kilometers from the accident site. That's about 300 miles away
from Fukushima Daiichi.

Let's put it this way. Eighty percent by weight of this particle was made up of pure reactor core materials. So that tells me that something that came directly from the accident, directly from the core, could escape containment and travel a very, very significant distance. The winds will blow it long distances.

this material was in the petabecquerel per kilogram range. The number we're looking at is 4 followed by 19 zeroes -- that many becquerels per kilogram. That's a very, very high number and essentially, that's the kind of number you get when you look at core material.

So essentially what we're talking about is a worst case for black sand. So this material was vaporized during the accident. It condenses into these small particles and then they aggregate.

So far, from our Japanese samples from Fukushima Prefecture and from Tokyo, about 25 percent of those samples contained at least a few measurable hot particles. Only one that was this hot. And this was the worst case. It doesn't represent any kind of average, but it does tell you what's possible.

It is solid scientific material like this that you will not see or hear via traditional news stories, TEPCO, or the IAEA. Fairewinds has long said that there will be significant increases in cancer in Japan as a result of the Fukushima Daiichi accident, and this video describing just one hot particle confirms our worst fears.
