Fukushima evacuees discuss whether to go back home
Residents of a town in Fukushima Prefecture who fled the accident at Fukushima Daiichi nuclear plant in March 2011 are considering whether to go back home.
Officials of Naraha have begun hosting town meetings to discuss return, now that the government has finished removing radioactive material from living areas.
The first meeting was held on Monday in Iwaki city, where 80 percent of the town's residents have evacuated.

Tsunami test facility for nuclear plants
A Japanese research institute has a new facility that can create artificial tsunami waves to test the safety of nuclear power plants.
The new facility at the Central Research Institute of Electric Power Industry in Abiko City, near Tokyo, features a water pool 20 meters long and 4 meters wide.
The waves it generates can travel as fast as 7 meters per second -- the speed of the tsunami that devastated northeastern Japan in March of 2011.
It can also create continuous waves as high as 2 meters for 3 minutes and simulate various wave shapes.
Researchers will test several types of breakwaters and study the strength of collisions of objects drifting in tsunami.
They say these experiments will contribute to improved safety at nuclear power plants.
Japanese power companies are learning from the Fukushima Daiichi disaster and stepping up safety measures at their nuclear facilities against possible earthquakes and tsumani.

Radioactive water overflows at treatment facility
The operator of the crippled Fukushima Daiichi nuclear plant says another setback has hit a key system used to decontaminate highly-radioactive water.
The Tokyo Electric Power Company says water used to wash contaminated equipment overflowed from a storage facility on Wednesday.
TEPCO says workers discovered the problem while washing a tank used for filtering radioactive substances from water. The tank is on one of the 3 separate lines of the Advanced Liquid Processing System, or ALPS.
The utility says more than 1,000 liters of water overflowed and are now within a barrier inside the ALPS building.
The firm says the water contains 3.8 million becquerels of beta ray emitting materials such as strontium and 6,700 becquerels of cesium 137.
The company says no workers have been exposed to radiation from overflow.
It is investigating the cause of the accident.
Only 1 of the 3 lines in the decontamination facility is in service following a problem last month, when the system's performance dropped sharply.
ALPS is the main facility at the plant used to decontaminate water, and can remove almost all radioactive substances. Test operations started last year, and full-fledged use was scheduled to begin this month.
However, the system has experienced various technical difficulties, forcing it to be shut down frequently.

TEPCO ordered to act on contaminated water problem
Japan's nuclear regulator has ordered the operator of the Fukushima Daiichi nuclear power plant to strengthen safety measures for handling contaminated water. The Tokyo Electric Power Company announced a mishandling incident at the plant and the regulator wants to prevent a reoccurrence.
Workers at the plant inject water into damaged reactors to cool melted fuel. The water becomes highly radioactive in the process, and is supposed to be held in storage buildings before being sent to a decontaminating facility.
On Monday TEPCO learned that more than 200,000 liters of highly contaminated water was mistaken pumped to the basement of a building in the compound. The company says 4 pumps for emergency use directed the water.
Nuclear Regulation Authority Commissioner Toyoshi Fuketa called for stronger measures at a regular meeting of the group on Wednesday. He suggested steps such as setting up security cameras and locking the pumps' switch boxes.
The regulator ordered the utility to come up with preventative measures and report them at an experts' panel scheduled for Friday.
TEPCO has yet to determine who turned on the pumps and how the incident came about. The regulator has also asked to be briefed on the results of TEPCO's investigation.

The Japanese government has decided on a new medium- and long-term basic energy plan that calls nuclear power a key energy source.
The Cabinet on Friday approved the plan, after modifying an initial version to take into account calls from within the governing coalition for more use of renewable energy sources.
The plan defines nuclear power as an important base-load power source that enables a stable supply of energy.
The government will allow nuclear plants to resume operations if they meet safety standards set by the Nuclear Regulation Authority.
But the plan calls for minimizing dependence on nuclear power by promoting renewable energy and making thermal power plants more efficient.
The plan cites a goal set 4 years ago to have renewable energy sources account for 20 percent of total demand in 2030. The figure is mentioned only as a reference in the plan. The government says it hopes to further increase the ratio.
On nuclear fuel recycling, the government says its basic policy is to promote it. Junior coalition partner New Komeito says the prototype Monju fast-breeder reactor should be scrapped.
But the government is sticking with its initial plan to use the facility as an international research base. Scientists will study ways to reduce radioactive waste through recycling.
Monju has been mostly idle since a sodium leak accident in 1995. A fast-breeder reactor can produce more nuclear fuel than it consumes.
More missed inspections found at Monju reactor
Japanese nuclear regulators are investigating more cases of missed inspections at the Monju fast-breeder prototype reactor. It's located in Fukui Prefecture on the Sea of Japan Coast.
The Nuclear Regulation Authority, or NRA, found the lapses during regular safety checks in March.
Officials say at least 9 out of 80 targeted items had not been inspected. These include a temperature gauge and a switch for equipment that powers the secondary cooling pump.
NRA officials also say workers had revised inspection records without taking the required step of informing an in-house panel on more than 240 occasions.
The NRA last year found around 14,000 missed inspections at Monju, including those for critical safety equipment.
Govt. to set ratio for nuclear power
Prime Minister Shinzo Abe says his government will set the ratio of nuclear power in Japan's energy mix after considering the situation once the reactors are restarted.
Abe spoke to a plenary session of the Lower House on Friday about the basic energy plan approved by the Cabinet earlier in the day.
He said the government's policy is to develop an energy-saving society and introduce renewable energy sources, while reducing dependence on nuclear power as much as possible.
But Abe said that given Japan's increased dependence on natural gas and other fossil fuels, he can't say that Japan will completely abandon nuclear power.
He added the government does not currently have any plans to build any more nuclear reactors or plants. Abe said the focus will be on diversifying energy resources and on how experts will view the resumption of existing reactors.
Abe said the government will set a target for the optimum mix of energy sources. He said the government will do that after looking into the situation regarding renewable energy and its potential, as well as the status of resumed operations at idled nuclear plants

TEPCO tests filtered vent at nuclear plant
Tokyo Electric Power Company has tested a new safety system designed to deal with emergencies at nuclear power plants.
The utility tested the newly installed filtered vent system at its Kashiwazaki-Kariwa plant in Niigata Prefecture, central Japan, on Thursday.
The system is designed to reduce pressure in reactor containment vessels in emergencies while limiting emissions of radioactive materials.
The system is required under tougher safety guidelines that took effect last July.
The vent was installed at the plant's No. 7 reactor.
The Nuclear Regulation Authority is conducting safety reviews of the facility's No. 6 and 7 reactors as a step to decide whether to allow them back online.
In the test, workers funneled nitrogen through a cylinder measuring 8 meters tall and 4 meters in diameter to determine whether the gas flowed through piping as planned. Nitrogen was used in place of gas containing radioactive materials.
Niigata Prefecture has voiced concern over the system. Officials say radioactive materials released through the filter may affect residents. A technology panel is reviewing the system's safety and operation methods.
Tokyo Electric officials say they will explain test results to local governments and discuss operation methods.

Japan mulls over Pacific research whaling
Japan is considering whether to conduct research whaling in the northwestern Pacific Ocean later this month as planned.
The International Court of Justice in The Hague ruled in March that Japan's whaling program in the Antarctic cannot be recognized as serving research purposes in its current form.
Japan also carries out research whaling in the northwestern Pacific, including waters off the country's coast.
This year's activities are scheduled to start off the coast of Ishinomaki City, northeastern Japan, on April 22nd. There are plans to conduct it farther out into the northwestern Pacific next month.

TEPCO to add more water storage tanks by March 31
The operator of the Fukushima Daiichi nuclear power plant says it plans to add more tanks to store contaminated water by the end of next March. That would move the plan up a year earlier than originally scheduled.
Tokyo Electric Power Company will increase the capacity of the tanks to up to 800,000 tons by March 31st.
Currently, tanks at the plant can store about 480,000 tons of radioactive water, but 90 percent of them are already full.
TEPCO has been building additional tanks on the southern side of the compound to handle the buildup of contaminated water.
The utility says it has accelerated the construction plan as it is now possible to transport prefabricated tanks from manufacturers by ship.
TEPCO officials also say they have come up with more efficient ways to build tanks inside the compound.
Fishermen accept groundwater dumping plan
Japan's government and Tokyo Electric Power Company, or TEPCO, will likely start releasing underground water into the sea at the crippled Fukushima Daiichi nuclear power plant as soon as May.
Fishery cooperatives in Fukushima Prefecture on Friday officially consented to a plan to pump up groundwater before it can be contaminated with radioactive materials at the plant, and release it into the sea.
The plan is considered key to tackling an increase in the volume of contaminated water that's hampering efforts to scrap the damaged plant.
The government and the firm promised to make sure that radiation levels in groundwater to be released will meet safety standards.
North Korea threatens new nuclear test
A North Korean ambassador to the UN repeated his government's pledge of carrying out a new form of nuclear test.
Ri Tong Il voiced the North's displeasure over the UN Security Council's condemnation of a recent ballistic missile launch.
He spoke at a news conference on Friday, saying his country made it very clear that it will carry out a new test. But he didn't elaborate, only saying that the world should wait and see.
Govt. issues missile interception order
The Japanese government has issued an order to shoot down any incoming missile or debris as it anticipates a possible missile launch by North Korea.
Defense Minister Itsunori Onodera issued the order to the Self-Defense Forces on Thursday. North Korea launched 2 ballistic missiles toward the Sea of Japan on March 26th.

In looking at indoor environments, they tend to be much more contaminated than the surroundings outside. Houses act like a trap and they tend to collect outdoor contaminants. And they expose people as much as 24 hours a day versus consider how short a time most people spend outdoors.

The sample that we got came from the Goya in Japan. It's 460 kilometers from the accident site. That's about 300 miles away
from Fukushima Daiichi.

Let's put it this way. Eighty percent by weight of this particle was made up of pure reactor core materials. So that tells me that something that came directly from the accident, directly from the core, could escape containment and travel a very, very significant distance. The winds will blow it long distances.

this material was in the petabecquerel per kilogram range. The number we're looking at is 4 followed by 19 zeroes -- that many becquerels per kilogram. That's a very, very high number and essentially, that's the kind of number you get when you look at core material.

So essentially what we're talking about is a worst case for black sand. So this material was vaporized during the accident. It condenses into these small particles and then they aggregate.

So far, from our Japanese samples from Fukushima Prefecture and from Tokyo, about 25 percent of those samples contained at least a few measurable hot particles. Only one that was this hot. And this was the worst case. It doesn't represent any kind of average, but it does tell you what's possible.

It is solid scientific material like this that you will not see or hear via traditional news stories, TEPCO, or the IAEA. Fairewinds has long said that there will be significant increases in cancer in Japan as a result of the Fukushima Daiichi accident, and this video describing just one hot particle confirms our worst fears.

March 11th: What happened

A magnitude-9 earthquake struck off the northeastern coast of Japan. It was the most powerful ever recorded in the country. A gigantic tsunami followed.
Waves higher than 10 meters slammed into coastal towns and cities, destroying everything in their path.
More than 18 thousand people died in the disaster and its aftermath.
More than 26 hundred others are still listed as missing.
The quake and tsunami knocked out all power sources at the Fukushima Daiichi nuclear complex, causing meltdowns in three reactors.
Enormous amounts of radioactive substances were released into the atmosphere, contaminating vast areas both on land and at sea.
Reconstruction : Big picture
The people affected by the disaster have spent the past 3 years working to rebuild their lives. But there's more work to be done.
Japanese government officials estimate the tsunami generated more than 27 million tons of debris.
Workers had removed 93 percent of it by the end of January this year. That doesn't include areas evacuated after the nuclear accident in Fukushima.


RECONSTRUCTION PROGRESS

More than 90 percent of hospitals and schools that shut down in the region are back up and running.

Essential services such as water and sewage have almost completely been restored.
So the basic infrastructure is coming back into place. However, many are still struggling.
More than 230-thousand people lost their jobs. Employment has started picking up. But the region's main industries haven't yet recovered to pre-disaster levels.

Fishing has traditionally been a way of life for many people in the area. As of now, just 37 percent of fishing harbors damaged in the disaster have reopened.

As for farmers, many of them are not able to harvest their fields. One third of farmland affected by the disaster still can't be used.

Resettling people who lost their homes is another pressing issue. More than 270,000 of those who evacuated are still living in temporary housing.

Education ministry revises booklets on radiation
Japan's education ministry has revised its instructional booklets on radiation by adding details on the impact of Tokyo Electric's Fukushima Daiichi nuclear accident.
The ministry published the original booklets in October of 2011, about 6 months after the disaster. But many teachers complained that the booklets lacked sufficient information on the accident itself.
The new booklets include maps of the areas affected by radiation from the crippled power plant as well as places from which residents were forced to evacuate.
They also explain the impact of harmful rumors about the disaster on the farming and tourism industries.

NRA welcomes new staff following merger

TEPCO to prepare for radioactive water leaks
The operator of the damaged Fukushima Daiichi nuclear power plant has decided to dig observation wells to prepare for the possibility of highly radioactive water seeping into groundwater.
Tokyo Electric Power Company has come under criticism after more than 100 tons of water containing record-high levels of radioactive substances overflowed from a storage tank last month.
The utility says the leakage occurred when valves that should have been closed were left open, allowing tainted water to enter the tank that overflowed.
But company officials have yet to pinpoint the exact reasons for the oversight.

Safety screening sought for Hamaoka reactor
Chubu Electric Power Company has applied for a safety screening for a nuclear reactor in central Japan. Such screenings are required for restarting reactors.
Executive Vice President Masatoshi Sakaguchi filed the application on Friday with the Nuclear Regulation Authority for the No.4 reactor at the Hamaoka plant in Shizuoka Prefecture. The plant has five reactors, two of which are shut down for decommissioning.
The Nagoya-based utility halted operations at the plant at the government's request after the March 2011 earthquake and tsunami.
The Hamaoka plant is within the projected focal region of a mega-quake that experts have long warned about.
As for safety measures, the company has raised its estimate for the maximum ground acceleration caused by an earthquake by 1.5 times, to 1,200 gals. It is also building a 22-meter-high breakwater to protect the plant from tsunami.
Later on Friday, Sakaguchi told reporters that the utility will respond sincerely to any questions from authorities on safety measures. He added that the company will explain the safety of the plant to local residents.
The procedure is required to clear the government's new, stricter safety guidelines before the reactors can be reactivated.
All of Japan's 48 rectors are currently off-line. But 17 reactors at 10 nuclear power plants have submitted applications for inspections.

Fukushima governor proposes new waste storage plan
The governor of Japan's Fukushima Prefecture says he will propose that storage facilities for highly radioactive waste be built in 2 of its municipalities, not 3 as requested by the central government.
Yuhei Sato was speaking on Wednesday about a storage plan that the government in Tokyo announced in December.
The plan calls on the prefecture and the 3 municipalities to allow building of intermediate storage facilities in Okuma, Futaba and Naraha towns. It says the government will buy 19 square kilometers of land in the towns for construction sites.
Sato said he told officials of the 3 towns about his idea of asking the government to drop Naraha from the plan.
He noted that putting the facilities in the 2 other towns would help in rebuilding areas around the Fukushima Daiichi nuclear power plant.

Radiation study planned for Fukushima workers
Japan's government will conduct an in-depth study of workers at the Fukushima Daiichi plant to find out how they were affected by radiation from the 2011 nuclear accident.
The Ministry of Health, Labor and Welfare will soon set up a panel of radiologists and other experts to determine specifically what and whom to study.
The ministry has already conducted medical checks of about 19,000 workers who entered the plant in the immediate aftermath. It recorded the results in a database. Some 30,000 workers have been engaged in decommissioning the damaged reactors.
The database does not include radiation exposure levels before the accident or details of lifestyle habits that could cause cancer, such as smoking.
This would make it difficult to separate the impact of exposure from the accident from other factors if workers develop cancer or cataracts.
The panel is expected to present a report to the ministry around May. Ministry officials say they hope to start a study based on the report some time during fiscal 2015, which starts in April next year.

Nuclear evacuation drill held around Onagawa plant
Miyagi Prefecture and municipalities around the Onagawa nuclear power plant have held a drill to assess the procedures for responding to a major nuclear accident. It was the first such drill held since the Fukushima disaster in 2011.
About 800 people from the prefectural government, 7 municipalities, hospitals and police and fire stations took part in the drill on Wednesday. The exercise assumed that radioactive substances were released from the plant after a major earthquake knocked out all power at the facility.
At the prefectural office, officials received faxes about the status of the Onagawa plant from its operator, Tohoku Electric Power Company, and relayed the information to relevant municipalities.
The prefecture, the municipalities, and the Nuclear Regulation Authority Secretariat conducted a video conference to share information about areas where residents needed to be evacuated or ordered to stay indoors.
In the town of Misato, a drill was conducted to have all residents in areas within 30 kilometers of the plant take shelter indoors. A woman who took part prepared enough water for a long stay inside her home, and sealed off her house with adhesive tape to prevent radioactivity from entering.
After the accident at Fukushima, disaster preparedness zones for nuclear accidents were expanded from 10 to 30 kilometers around power plants. The new guidelines increased the number of people around the Onagawa plant who would need to evacuate from 18,000 to 210,000. But relevant municipalities have yet to draw up evacuation plans.

Ruling parties to adopt secrecy bill at committee. The Diet battle between the ruling and opposition parties over the controversial state secrets bill is in its final stage. The ruling coalition is trying to adopt the bill at an Upper House special committee on Thursday. The current Diet session is scheduled to end on Friday. Lawmakers in the main ruling Liberal Democratic Party and its coalition partner New Komeito say all arguments about the bill have already been dealt with. They have vowed to pass the bill at the ad hoc committee on Thursday. The ruling parties are poised to submit a motion to vote on the bill in the plenary session of the chamber on Thursday, depending on the stance of opposition parties. LDP lawmakers say they are determined to enact the legislation during the current Diet session. Opposition parties are criticising the coalition for tying to steamroll the bill through the Diet. Your Party, which earlier voted in the Lower House for an amended bill, is demanding an extension of the current Diet session for more debate. Some members of the Japan Restoration Party are also refusing to support the bill. They say Prime Minister Shinzo Abe did not adequately answer questions in the Diet about amendments reached with the party. The coalition will meet with the two opposition parties on Thursday to broker a compromise and win their cooperation in enacting the secrecy bill.

Fukushima people can seek compensation for decade. Japan's Diet has extended the period for people seeking compensation for damages caused by the accident at the Fukushima Daiichi nuclear power plant. The previous 3-year limit has been lengthened to 10 years.The Upper House passed a bill for the enactment on Wednesday. The ruling coalition parties proposed the bill as the current civil law limits the right to seek compensation from the plant's operator, Tokyo Electric Power Company to up to 3 years from the accident. The new law notes that some people affected by the 2011 accident have been unable to seek compensation because they are having difficulties in calculating the damages. Many residents still live in temporally housing.The new law will enable people affected by the nuclear disaster to file a compensation demand with TEPCO until 10 years after the accident.The law also calls on the government to improve the consultation system and provide information to disaster-affected people so that they can receive compensation as early as possible.
